Features

Built for the CHOICE Arrangement (ICHRA) affordability conversation

From a raw census to a branded proposal: plan lookup, affordability testing, allowance recommendations, and cost comparison in one place.

Census upload & validation

Start from the spreadsheet your prospect already has. Problems are flagged before any numbers are calculated.

Upload a census spreadsheet

Bring the employee census as a spreadsheet: age or date of birth, home ZIP code and county, coverage tier, wage, and employee class.

Column mapping

Match your file's columns to the fields the analysis needs, so you don't have to reformat every client's census.

Validation before calculation

Missing ages, unknown ZIP codes, and out-of-range wages are flagged for review so a bad row doesn't quietly skew the results.

ZIP codes that cross county lines

When a ZIP code spans more than one county, you pick the right county so each employee is matched to the correct rating area.

Plan & rate lookup from CMS data

Each employee's benchmark plan comes from official CMS Marketplace data, not a hand-built spreadsheet.

Our data sources

Lowest-cost silver plan per employee

For every employee, the tool finds the lowest-cost silver plan available where they live, priced for their age and rating area.

Built on CMS Marketplace public use files

Plans, service areas, and premiums come from the CMS Exchange Public Use Files and are refreshed when CMS publishes updates for a plan year.

Plan-year aware

Analyze the current plan year, or next year's as soon as CMS publishes its data, so open-enrollment conversations use the right rates.

HealthCare.gov states

Coverage starts with states that use the federally facilitated marketplace (HealthCare.gov).

State-based exchange states Coming soon

Support for states that run their own exchange, such as Minnesota (MNsure).

Affordability engine with IRS safe harbors

Run the CHOICE Arrangement (ICHRA) affordability test for every employee, using the safe harbor that fits the employer.

The affordability test explained

Employee-by-employee affordability test

Compares each employee's self-only lowest-cost silver premium, minus the employer's allowance, against the IRS affordability percentage: 9.96% for 2026 and 10.22% for 2027.

Income safe harbors

Choose the rate of pay, Form W-2, or federal poverty line safe harbor, so the test uses information the employer actually has.

Location safe harbor

Optionally test affordability using the employee's primary worksite instead of their home address, as the ICHRA rules allow.

Clear pass / fail results

See who passes, who falls short, and by how much, with the inputs behind each result.

Allowance optimizer by employee class

Find the lowest monthly allowance that keeps the offer affordable, class by class.

Minimum affordable allowance per class

Recommends the minimum monthly allowance for each employee class that keeps the offer affordable for the employees in it.

Employee classes

Model the classes the ICHRA rules permit, such as full-time vs. part-time, salaried vs. hourly, or employees in different rating areas.

Age and family-size variation

Model allowances that vary within a class by age or number of dependents, within the limits the rules allow.

What-if adjustments

Adjust an allowance and immediately see the effect on affordability and total employer cost.

Group-plan cost comparison

Show the employer what the CHOICE Arrangement costs next to what they pay today.

Side-by-side employer cost

Enter the employer's current group-plan premiums and contributions and compare annual employer cost with the recommended allowances.

By class and in total

Break the comparison down by employee class, or roll it up for the whole company.

Assumptions on the page

The assumptions behind the numbers are listed in the proposal, so the employer can see how the figures were produced.

White-label proposals

A polished, broker-branded proposal your client can read without a walkthrough.

Your branding

PDF proposals

A ready-to-send PDF that summarizes the affordability results, recommended allowances, and cost comparison.

Editable PowerPoint

Export to PowerPoint (.pptx) and tailor the story for each meeting.

Shareable link

Give the employer a link to view the proposal online instead of emailing attachments.
